Israel is about to enter the Promised Land, and above all, they must understand that it is God who will establish them there. In Numbers 28 and 29, God reminds them of the regular pattern of worship He desires before crossing the Jordan. This worship emphasizes His appointed means of atonement that grants Israel access to His Holy Presence dwelling in the Tabernacle.
